I was able to this problem. It turned out I had three different versions of the js32.dll file on my system.
c:\notes\js32.dll, dated 4/2/2003
c:\winnt\system32\js32.dll, dated 12/07/2000
c:\program files\lotus inotes\js32.dll, dated 09/05/2002

I replaced the copy in c:\winnt\system32 and c:\program files\lotus inotes with the copy in from 4/2/2003 and easysync worked just fine.
